Clothing, furniture and appliance costs must be pre-approved by OCJP before a purchase is made. Subrecipients cannot use VOCA funds to purchase equipment for another organization or individual to perform a victim-related service. Purchasing or Leasing Vehicles: Subrecipients may use VOCA funds to purchase or lease vehicles if they can demonstrate to OCJP that such expenditure is essential to delivering services to crime victims.
